The starting salary for this role is £52,047 per annum based on a 36-hour working week.

This is a Fixed Term/Secondment contract up to 31st March 2027.

We are excited to be hiring a Senior Project Manager to join our fantastic Community Partnerships and Prevention Service. The team works flexibly across Surrey County Council officers but are primarily based in Quadrant Court, Woking. It is our intention to move within the local area to Victoria Gate in Central Woking later this year.

This role is hybrid, with a mixture of working in the office and from home, aiming for full time staff to be in the office 2-3 days per week.

The Community Partnerships and Prevention Service at Surrey County Council is committed to fostering vibrant and resilient communities where everyone can flourish. About the role

We are seeking an enthusiastic and experienced individual to join our team as a Senior Project Manager, focusing on the Fuel Poverty programme for the Council. This role will be essential to delivering Surrey County Council's aims in alignment with the key priorities set out in 'Surrey Way'.

The role will help to guide the organisational direction and work collaboratively with Surrey's residents and communities to ensure that efforts to reduce fuel poverty are targeted where they can have the most positive impact.

As our Senior Project Manager, you will be responsible for delivering a number of projects within defined times, cost and quality boundaries. You'll do this by:

  • Planning and overseeing projects from inception to completion.
  • Developing project plans, including scope, timelines, and resource allocation.
  • Developing external funding bids to expand the scope of the programme
  • Managing project budgets and ensuring cost-effectiveness.
  • Communicating with stakeholders to understand project requirements and manage expectations.
  • Leading project teams, ensuring clear communication and collaboration.
  • Identifying and mitigating project risks.
  • Delivering the outcomes and benefits.

The role encompasses several exciting and diverse responsibilities. It involves supporting the development of the County Council's strategic approach to reducing fuel poverty and building and maintaining relationships with internal and external stakeholders, including community organisations, partners, and commissioned services, to collaborate on fuel poverty initiatives. Additionally, the role requires promoting the positive impact of these initiatives to a wide range of audiences, both internally and externally.

You will also be coordinating and commissioning the 'Warm Welcome' venues, along with identifying issues and improving access to available assistance and grants for residents. Integrating efforts across the Council to Cost-of-Living issues will be essential to the success of the project, as will establishing partnership working for effective, wide-scale delivery across the County.

Providing in-home support to targeted resident cohorts to improve outcomes and alleviate the effects of fuel poverty will also be crucial and you will be partnering with organisations and charities to ensure support reaches those most in need. Finally, the role involves refreshing and refining existing data to gain greater insight into the fuel poverty landscape in Surrey.

  • Experience in stakeholder management at all levels in an organisation
  • Adeptness at budgeting and resource management
  • Data analysis and presentation skills
  • The ability to work effectively and flexibly as part of a team, supporting your colleagues when needed
  • The ability to manage a team
  • Possess strong presentation skills and the ability to effectively communicate with senior leadership
  • Understanding of and experience working in the area of Fuel Poverty
